The Transportation Safety Center (TSC) assists Florida counties in developing local road safety plans. The TSC was started in 2012 to provide technical assistance to local agencies throughout Florida, helping to identify road safety problems and prioritize road improvement projects eligible for federal funding. The TSC developed a road safety audit template and refined the process of conducting road safety plans more comprehensively and efficiently. TSC researchers developed a Florida-specific crash tree tool that utilizes Signal Four Analytics software to assess crash data from the Florida Department of Highway Safety and Motor Vehicles databases for up-to-date information. The TSC primarily focuses on small (<50,000 population) rural counties. Local road safety plans engage all stakeholders, bringing to small counties crash reduction methods usually only available to more populated counties.
The TSC has completed local road safety plans for:
- 2012–2015: Hendry and Union counties
- 2016–2017: Gadsden County
- 2018–2019: Columbia and Jackson counties
- 2019–2020: Levy County
- 2021–2022: Wakulla County
- 2022–2023: Jefferson, Okeechobee, and Taylor counties
