Based on the 2016 Florida Strategic Highway Safety Plan (SHSP), the top four fatal crash emphasis areas include lane departure, impaired driving, pedestrian and bicycle, crashes. Florida is an FHWA Focus State for Lane Departure, Intersection, and Pedestrian-Bicycle crashes.

TSC’s focus is rural and county roads. The main goal is to identify locations with higher crash risk or with higher historical crashes. The emphasis is mostly on lane departure and intersection related crashes. To achieve this goal a combination of proactive systemic safety approach and hotspot analysis was developed.
